Online Outcry Amplifies Concerns Over Chocolate Hills Resort Amid DENR Investigation


The picturesque Chocolate Hills in Bohol, a UNESCO Heritage Geopark, has recently become the center of controversy due to the alleged encroachment of a resort development upon its pristine landscape.

The Chocolate Hills, celebrated for their unique mound-shaped formations, are cherished as one of the country's most iconic tourist destinations. However, concerns arose when a photo circulated online, purportedly showing a resort nestled amidst the hills, drew backlash from netizens.


The resort in question, The Captain’s Peak Garden and Resort in Sagbayan, Bohol, found itself under scrutiny for its proximity to the protected area. Many questioned the Department of Natural Resources (DENR) for allegedly permitting the construction within the vicinity of the cherished natural wonder.

In response to public outcry, the DENR issued a temporary closure order against the resort in September 2023. Furthermore, a notice of violation was issued to the project proponent for operating without an Environmental Compliance Certificate (ECC), highlighting regulatory oversights.

The DENR reiterated the protected status of the Chocolate Hills, declared as such in 1997 through Proclamation 1037. This designation aims to preserve the area's iconic landscape, promote sustainable tourism, and safeguard its biodiversity.


While the resort's administration claims to have followed due process, including presenting proposals to the Protected Areas Management Board (PAMB), the controversy underscores the delicate balance between development and conservation in ecologically sensitive areas.

As the DENR continues its enforcement efforts to ensure compliance with environmental regulations, the incident serves as a reminder of the importance of responsible stewardship in safeguarding natural treasures for future generations. Balancing economic development with environmental preservation remains a paramount challenge, requiring collaborative efforts from stakeholders to achieve sustainable solutions.
