Herbert "Ampang" Colangco, a convicted robber and big time drug dealer is one of the high profile inmates at the New Bilibid Prison who agreed to testify against Senator Leila De Lima in the congressional inquiry next week on the proliferation of illegal drugs in the country's major prison facility. This is disclosed on Friday, September 16 by Department of Justice Secretary Vitaliano Aguirre.
According to Aguirre: “There are 10 to 12 high profile inmates that will testify kasama si Colangco dun (Colangco is one of them),” Aguirre said.
“They have agreed to testify,” he said but pointed out that there are no concessions or agreement in exchange for their testimony.
As noted by the Inquirer, 10 to 12 high-profile inmates will testify that then Justice Secretary De Lima received “drug money” from convicted drug lords serving time inside the penitentiary.

House Speaker Pantaleon Alvarez said they will invite Senator De Lima to the hearing but the senator, who denied allegations that she was involved in the illegal drug trade, said she will not attend the said hearing.
Colangco is one of the names in the drug matrix presented by President Duterte. Also in the matrix are De Lima, her former driver Ronnie Dayan and another drug convict, Peter Co.
He still managed to continue operations despite incarceration. He also managed to shoot music videos inside prison and donated millions of pesos to the Bilibid hospital.
Aside from Colangco, Aguirre said a former NBI director and NBI agents will testify against Senator De Lima.
